How did you initially decide to come to Hong Kong from the Mainland to study and develop your career?
CHEN:My undergraduate degree was in international finance, and I worked in the financial industry for several years, accumulating some experience in that field. Since I lived in Shenzhen, I would often visit Hong Kong, and I was deeply drawn to Hong Kong's culture and rule of law environment. Of course, TVB legal dramas also played a certain role. At that time, I began to think that for an international financial centre to achieve sustained, long-term development, the support of a sound rule of law environment was indispensable. So I wanted to come and experience and learn, while also thinking about my future path. Since it was my first time studying law, I first tried the LLM programme, and after a year I was awarded an LLM scholarship, which made me fairly certain that I was suited to and passionate about law. So I decided to stay on and complete my JD and PCLL, and then went into legal practice. I have now been in Hong Kong for almost twenty years, and I hope to give back to this society with what I have learned.
After obtaining your Hong Kong solicitor's qualification, how did you decide to open your own law firm within a relatively short period of time?
CHEN:Actually, it wasn't that short a time — I opened my own firm five years after starting practice. This is something I need to thank many people for their help and support. First, my mentors, Mr. Cheng Wing-fu and Mr. Ho Kwok-wai, gave me tremendous support. During the time I worked with them in the past, I had the good fortune to take part in many projects across different areas, which allowed me to grow through handling various types of cases. Both of them were also very supportive of my career aspirations and attempts, and after I opened my new firm, they gave me a great deal of help — much of our administrative management still follows the tried-and-tested experience they had established. Second, my partner, Ms. Lee Sze-man, has worked with me for ten years now. Throughout these ten years, whatever decisions I made, she supported me without hesitation. Our partnership is built on complete mutual trust. Over the years, she has worked extremely hard managing the firm's administration, allowing our various business operations to run smoothly. She deserves great credit for how far we have come today.
What difficulties and challenges have you faced in running your own law firm in Hong Kong?
CHEN:Running your own law firm is very different from being an employed solicitor — there are both challenges and difficulties, as well as many rewards. First, the operating costs and risks are borne entirely by oneself, and there is no longer anyone to pay you a salary. You need to plan for income and costs from a longer-term perspective, take responsibility for the firm, and also be responsible for the income and development of the staff you employ. At the same time, the rewards have also been very rich. Our colleagues are all extremely dedicated, having stayed with us as we built the firm up from nothing, step by step. In addition, our business areas have also expanded very well as a result of bringing in lawyers from different practice areas.
What advice or counsel would you give to other legal professionals with a Mainland background who aspire to open a law firm in Hong Kong?
CHEN:I believe one needs to accept and integrate — both language and professional conduct are very important. Since you have decided to build your career in Hong Kong, you need to abide by the rules here, integrate into this society, and learn from the strengths of those around you. Many of our local Hong Kong colleagues do this very well — working seamlessly across the "two written languages, three spoken languages" (Chinese, English, and Cantonese/Putonghua), and also adapting very well to the need to communicate in Putonghua with Mainland clients. So my advice to all legal professional friends who come to develop their careers in Hong Kong is: love Hong Kong, protect its fine culture and rule of law traditions, embrace diversity and inclusiveness, and turn the strengths of all parties into a source of support for us all.
